From moral instruction to moral formation: Enhancing contemporary character education for behavioural transformation

Abstract
Contemporary character
education approaches, particularly the Jubilee Centre Framework, have made
significant strides in integrating cognitive, affective, and behavioral
dimensions of moral development. However, persistent gaps between moral
knowledge and moral action suggest that current models require enhancement.
This paper critically examines the Jubilee Centre Framework for Character
Education (2024) and other contemporary approaches, identifying three key
limitations: insufficient emphasis on embodied moral practice, limited
integration of situated cognition principles, and inadequate attention to the
affective foundations of moral motivation. Drawing on recent advances in moral
psychology, embodied cognition, and virtue ethics, this study proposes an
enhanced integrative framework that strengthens the behavioral transformation
dimension of current models. The framework emphasizes: (1) systematic
habituation through graduated moral practice in authentic contexts; (2)
affective-cognitive integration through emotionally engaging experiential
learning; and (3) community-embedded formation through participation in moral
practices. Empirical evidence from recent interventions demonstrates that this
enhanced approach produces stronger effects on moral behavior than standard
character education programs. The paper provides practical implementation
strategies adaptable to diverse educational settings and outlines specific
assessment approaches for evaluating behavioral outcomes. This work contributes
to ongoing efforts to bridge the moral knowledge-action gap by building upon
and extending current best practices in character education.
